Local Control and Accountability Plan [LCAP]

The Local Control and Accountability Plan Overview
 

The LCAP is a three-year plan that describes the goals, actions, services, and expenditures to support positive student outcomes that address state and local priorities. The LCAP provides an opportunity for local educational agencies (LEAs) to share their stories of how, what, and why programs and services are selected to meet their local needs. The components of the LCAP for the 2021-2022 LCAP year must be posted as one document assembled in the following order:

  • LCFF Budget Overview for Parents
  • Annual Update with instructions
  • Plan Summary
  • Stakeholder Engagement
  • Goals and Actions
  • Increased or Improved Services for Foster Youth, English Learners, and Low-income students
  • Expenditure Tables
  • Instructions

The Local Control and Accountability Plan Template developed by the CDE, in consultation with the executive director of the State Board of Education (SBE) will be available.

June 7, 2021

Public Hearing for receiving public comment on the Local Control and Accountability Plan Plan (LCAP) at the Board of Education Meeting at 6:00 pm.  The proposed LCAP Plan will be available for public review on the EWCSD District Website www.ewcsd.org.   The hearing will be held at 6:00 p.m. at the East Whittier City School District, 14535 E. Whittier Blvd., Whittier, CA 90605.  All interested parties are encouraged to attend, speak and be heard via Zoom. The public will have the opportunity to submit written comments regarding specific actions and expenditures in the LCAP.   Written comments should be addressed to Mr. Marc Patterson, Superintendent at mpatterson@ewcsd.org.  

June 9, 2021

Adoption meeting of the Local Control and Accountability Plan and LEA Budget at the Board of Education Meeting at 3:00 pm.    Not later than five days after the local Board of Education adopts the Local Control and Accountability Plan, a school district must file the Plan with its county superintendent of schools. 

By July 1, 2021

The LEA Board of Education shall adopt the Local Control and Accountability Plan and budget by July 1st, in a public meeting.

By August 15, 2021

The County Office of Education (COE) can request clarification in writing.  Within 15 days, the District must respond in writing to request for clarification.  Within 15 days of receiving response from district, the COE may provide recommendations in writing for amendments.  The District must consider the recommendations in a public meeting within 15 days of receiving the recommendations.

By October 8, 2021

The COE has until October 8, 2021 to approve the LCAP.
